Purpose: This qualitative study aims to design and explain a comprehensive conceptual model of the “Land of Opportunities” in the formation and development of Small and Medium Enterprises (SMEs). Given the pivotal role SMEs play in economic growth, employment generation, and social stability, particularly in developing countries like Iran, there is an urgent need to understand the systemic conditions that enable these enterprises to identify, access, and leverage opportunities. The research specifically addresses four core questions: (1) What is the essence and content of the “Land of Opportunities” according to experts and theoretical foundations? (2) What are the indicators of each dimension within this construct? (3) How do causal, contextual, intervening, and strategic factors interact in shaping this ecosystem? and (4) Does the proposed conceptual model demonstrate acceptable validity and reliability?
Design/Methodology/Approach: The study adopts a qualitative research design grounded in the systematic approach of Grounded Theory (Strauss & Corbin, 1998). Data were collected through in-depth, semi-structured interviews with 17 key informants, including senior managers of SMEs, industrial park consultants, business advisors, and academic experts in strategic management and entrepreneurship based in Rasht, Iran. Snowball sampling was employed until theoretical saturation was achieved. The data analysis followed a three-stage coding process: open coding (yielding 378 initial codes), axial coding (resulting in 41 categories), and selective coding (culminating in 13 core themes). These themes were organized using the paradigmatic model (causal conditions, phenomenon, context, intervening conditions, strategies, and consequences). To ensure rigor, content validity was assessed using the Content Validity Ratio (CVR ≥ 0.49) and Content Validity Index (CVI ≥ 0.79), both of which exceeded acceptable thresholds across all constructs.
Findings: The final conceptual model identifies 13 selective codes grouped into six analytical categories: Causal Conditions: “Land of Innovation” and “Land of Knowledge and Education” emerged as foundational enablers. Innovation was driven by idea incubation, reverse engineering, and lean thinking, while knowledge acquisition relied on experiential learning, digital literacy, and future-oriented strategic planning. Phenomenon (Core Category): The central phenomenon—“Land of Opportunities”—manifests through four interrelated dimensions: Land of Professional Management: Emphasizing global team-building, cross-cultural organizational behavior, and conflict resolution. Land of Industry and Trade: Centered on negotiation power, inclusive marketing, and product usability. Land of Talent Hosting: Focused on attracting, developing, and retaining skilled human capital through employer branding and international talent management. Land of Financial Development and Investment: Covering strategic financing, institutional financial empowerment, and targeted investment mechanisms. Contextual Conditions: “Land of Development Acceleration” (e.g., green integrated management, sustainable finance) and “Land of Shareholders” (e.g., corporate governance, social investment power) provide the enabling environment. Intervening Conditions: “Land of Supervision and Control” acts as a regulatory filter, encompassing societal norms, legal compliance, financial discipline, and performance monitoring. Strategies: Two strategic pathways were identified: Land of Digitization: Leveraging AI, digital ecosystems, and global digital outreach. Land of Globalization: Built on international interactions, strategic alliances, and consensus-building across cultures. Consequences: Successful implementation leads to enhanced competitiveness (via competitive, financial, and social intelligence) and an active export movement (through global sales management and export capability).
Discussion and Conclusion: This study contributes significantly to the literature by offering a holistic, empirically grounded framework that integrates micro-level entrepreneurial agency with macro-level institutional and technological enablers. Unlike prior fragmented approaches focusing solely on finance, innovation, or internationalization, this model reveals how these elements interact dynamically within a coherent “Land of Opportunities” ecosystem. The findings underscore that SME success is not merely a function of individual traits but emerges from a synergistic alignment of knowledge, innovation, governance, digital transformation, and global orientation—moderated by robust oversight mechanisms. Notably, the research highlights the critical role of digitization as a dual enabler—both as a standalone strategy and as a catalyst for globalization—allowing even resource-constrained SMEs to access global markets and compete effectively. Moreover, the emphasis on green management and social investment reflects emerging global trends where sustainability and social responsibility are increasingly intertwined with competitiveness. From a policy perspective, the model provides actionable insights for governments and support institutions: fostering SME growth requires coordinated interventions across education (to build future-ready skills), financial infrastructure (to ease credit constraints), regulatory frameworks (to ensure transparency), and digital platforms (to lower entry barriers to global trade). For practitioners, the study offers a diagnostic tool to assess their position across the 13 dimensions and prioritize strategic investments. The study acknowledges limitations, including its regional focus (Rasht, Iran) and qualitative nature, which limit generalizability. Future research could quantitatively validate the model across diverse national contexts, compare SME opportunity ecosystems in developed versus developing economies, or explore the prioritization of drivers by SME managers. Nonetheless, this research fills a critical gap in the Iranian and global SME literature by transforming the metaphor of the “Land of Opportunities” into a structured, actionable, and validated theoretical framework—offering a roadmap for nurturing resilient, innovative, and globally competitive SMEs in an era of digital disruption and economic uncertainty.
